This is a feature of the game I haven't used since I started playing over three years ago, but I decided to have a look at it this morning, only to discover that I could remember nothing about it.
A glance at the Interwebs told me that I should be able to buy cartographic data for inhabited systems up to twenty years from my current location, but checking this out I found one system 9.71 LY from my current location for which I had neither cartographic data nor the offer to purchase it. Am I missing something?
Incidentally, I have a small suspicion that the New Era is going to include the ability to jump directly to any planet of a system for which you have cartographic data, hence my renewed interest in buying cartographic data: there have been several videos from our esteemed content creators recently complaining about travel times, and as I understand it long-duration supercruise travel was never Frontier's idea in the first place, but voted for by the community way back when.
I suspect Frontier have come to the conclusion that newbie players (whom they'd rather like to keep) just aren't as keen on the feature as the space sim enthusiasts who populated the early days of the game.
