I wouldn't call fluctuating between 45 and 60 FPS "steady".I have 24 GB ram and game runs great and all with a steady 45 to 60 FPS but just small freezes and sometimes its twice a minute other times there is minutes inbetween. Right now at the moment its every 15 seconds. Its completely random already tried different graphics settings but makes no difference.

Try to switch the game to fullscreen if you're running it in borderless window to alllow it to use all resources. Then try turning off the temporal anti-aliasing and tuning down the reflections and texture resolution
What's your CPU? I have the new Ryzen and I had microstuttering issues in games when I was using Ryzen Master utility, because it was throttling cores, somehow. Since I've gotten rid of it, the CPU is running at full power, which isn't optimal I guess but the stutters are gone.I run fullscreen and its not fluctuating big parks i run at 45 and remains at 45 and smaller parks at around 60 it doesnt really fluctuate at all. Its just the small freezes that happen and happen very random and irregular
Well, you will have to try everything at some point if you want to resolve this, so why not start there.I have an I5-7400 3 Ghz 4 cores, never have any problem with any game but only with this game. Makesme wonder I have MSI gaming center as it came installed on the pc when i bought it last year it controls the fan and such i think would that do the same as your Ryzen master Utility ?
How many different species are in your zoo and how many visitors do you have?Problem still remainsafter 1.03 Patch and even got a little worse and happens more frequent now. And no its not autosave because i highly doubt it autosaves every 10 seconds sometimes
