No Lavian Brandy?

Hi everyone, I want to unlock Didi Vaterman by providing 50 Lavian Brandy, but at Lave Station, the only available commodity is Mineral Oil, nothing else. Is this a bug or a consequence of the system being in civil unrest state? I'm confused

I think it's because the blight killed the crops, so they can't make brandy anymore.
