OP your post don't make much sense. Do you want slavery or get rid of it? If you want to get rid of it then do missions for another faction that has slaves as illegal.

Do you think if I will bring by my transporters plenty machinery and building stuff (which is in high demand here), this outpost will improve? Or population will increase fro 48110?

Just checked. It's a typical colony system that produces nothing other than fuel and biowaste, there's no supply of slaves.Are we talking "Slaves" or "Imperial Slaves" here? Just wander.
