I am in federation land right now but thinking of moving on to Empire just to grind some more for to try out the Cutter once I get up there..Seems like you're in a system that has a war or civil war ongoing. Move on to a different system.
I manipulate the BGS in favour of Anarchy control and I've never had to do massacre missions or any 'unlawful' activities to further my aims.
FDev have a fundamental misunderstanding of what 'Anarchy' actually means.

I use the filter at the top left and set it to "Legal" almost every time I browse missions.Nothing wrong with that Commander, I am the same. Oh I have no problem killing. A man aPersonally, I think massacre missions are a mug's game - corporate lizards getting honest pilots to do their dirty work for pennies.
If you want combat without the strings attached, fly to a REZ site or a CNB and have fun - lots to shoot and tons of experience gained.
There are plenty of missions on the shady side as well if that's your thing but aren't into killing: scan and sabotage jobs for instance.
Or you can fly clean, running courier, cargo and self-loading baggage. The sky's really the limit.![]()

The generation of massacre missions got broken by a false-fix for them not spawning, meaning boards during a war state are 80% massacre missions.
After the actual issue got fixes, this boost to spawn rates was never undone. It took years to get the actual issue fixed, so i doubt the amount of massacre missions which spawn will ever get fixed.
You can see in this way that more than 1000 years after today, the humanity has not evolved much.Yeah I tend to be picky but where I am now, getting decent credits, sure are a lot of demands to massacre people. Just not my thing
