Helping new players: scaled, personal NPC security detail at lower ranks in Open (mostly harmless > competent)

Again fair enough, but others will, and this gives them a measure of protection from low level attacks (or at least tries to) in an even handed way in a hostile setting.
I'd rather team up with others and hop into a harmless looking ship than rely on some silly NPC. They are never good enough for real action.

This is true, but we are looking at this from someone fresh from the starter systems. They quite possibly don't have friends in game yet. They can go to solo, but if they choose not to and want to stay in open at least this gives some measure of protection in that formative time.
 
There is nothing to learn going up against OP players in their metaships coming from a noob system with a noob ship and no AI help is going to change that.

And, as I said in my posts (and the OP too) this is to at least try to attenuate low level attacks. Of course if seasoned killers in wings come along its not going to help much, but not every ganker is skilled.

Not a bad idea, and it could fall nicely in line with the new Intro : Players retain something like a Mentor for a limited period.

So since the Starter Area is a Pilots Federation zone and the Pilots Federation accompanies the new CMDRs, it wouldn't break the lore when adding Pilots Federation Support Wings to assist those brand new CMDR in distress.

Properly done, that could indeed draw the required, fine line of a decaying "newbie support" that gently scales off and fades away as the CMDRs slowly begin becoming self-reliant.

All that aside, a functional and potent C&P System acting as a Deterrent and capably to perform the required Deny, Disrupt, Destroy task clearly would be the smarter choice.
Everything is still allowed, anytime, anywhere - but it must come with a proper price tag that makes any Criminal think twice before deploying Hardpoints or an Interdictor against another legal CMDR..
(after 5 years of lawless Anarchy and Chaos though, exceedingly unlikely to ever happen, so seeing ELITE suddenly becoming a properly balanced MMO in that respect is totally unrealistic)

The most potent change is making security response times based on proximity IMO. So, in a high sec system if you stick to traffic lanes (as opposed to deep space) security can respond almost instantly. But, if you see that POI in deep space its a risk.
 
They dint bother spawning "scaled, personal" NPC for unengineered players, they won't bother to do so for noobs. Noobs got their safe space and solo to avoid gankers. Players are to run the hamsterwheel because design thinks balance is not important.

The spawns would be the same regardless of the player being engineered or not.
