Can i use the green house in sandbox or just the plants?

You could.
In standard game, you only could have 1 greenhouse which grows 5 plants max.
In sandbox mode, you could build 2 to have all 10 plants available.
But you can not use plants by themselves, you need the greenhouse to grow the plants.

If it helps, to have access to the greenhouse, you need to 4 star sanctuary island in the Claire's campaign DLC. Once that is done, you should have access to the greenhouse, maps, and everything from that DLC in sandbox mode.
