Engineers

After gaining access to an Engineer can you visit with any of your ships or does access to that engineer have to be earned again in the new ship.
 
That would be absolutely nightmarish.

Your ship doesn't matter, what's important is you, the Commander. Except for, I think, fines and bounties, which are based on your ship.
 
Before you pin a blue print, do all engineering at their base to rank up the relationship with them. Get to level 5 then pin the blue print. You’ll still have to go back to them to get the experimental effects.

May I ask: What's the difference if I wait until I have achieved G5 before I pin a blueprint? (Still having trouble understanding just what that is...)

Question already answered but mind it DOESN'T apply to guardian modules (weapons). Unlocking, let's say... gimballed version, DOES NOT grant fixed and turreted. Those are separate blueprints and require separate unlock. Booster module, luckily, needs just one unlock and you get all sizes.

Design consistency...

almost like unlocking Gardian blueprints in Class one then needing a Class two, or a turreted version where you need to unlock it all over again?

^^ that is appalling implementation of "content" imo

Those two things are not at all the same.
