The game is available worldwide, so the exact country doesn't matter.
The common practice of charging something like 1/5 or 1/4 for small DLC is what matters in today's gaming. The real people - developers - absolutely deserve to be paid. But the majority of the money usually goes to stakeholders.
I would compare the current DLC price for Planet Zoo with infamous BioWare practice of DLC for Mass Effect and Dragon Age, where they charged for armors and items. Or with the current practice of DLC for the Sims 4. I can't support that. If we continue to support such practices, it will only get worse and worse with time.
What I'm ready to support is the model CDProject Red uses. Or Larian uses. Hearts of Stone is massive content. It had amazing scenes, quests and NPCs. D:OS 2 got free content packs during this year. Just look at the amount of items there. For free. And yes, both companies also released huge updates to their games, including the Enhanced Editions for free for the owners of original games.
