Interesting aspect of the game, we've just got our backyard squared away and then what happens, a new PMF is plonked there. So now all the hard work we've put in seems to be for nought, as we'll have to work against this newcomer, due to its placing and the impact it'll have on our faction. This side of the game I don't like and I'm a tad annoyed.

PMFs can't be placed in other systems which already have a PMF present.
There are about 20,000 systems in the bubble, and just over 12,000 of them already have at least one PMF in them.
If they're to allow new PMFs to be added at all - and why shouldn't new players get the same chances as people who started years ago in that regard - then they're going to regularly appear "around" existing factions just because well over half the available space is already used up.
(In 3 years time, at current rates, pretty much every system will already have at least one PMF in it, and then things will get really interesting)

Talked to them, it appears that they want to be bullies and have a war! Great
If your PMF is democratic or cooperative (my play-style), and not too far away, I offer my newly acquired FDL for some dakka dakka in CZs if they start a war. Not sure if lonesome old me can do much but if you need a hand...

At its best this becomes compelling reason to play, and nothing is as good a feeling as winning a BGS war with a sprinkle of PvP thrown in for spice.
