I don't think it was Hutton. Before the January update we never had any type of status effects that were negative. Even with low reputation we were having a boom economy that was just about to go into investment and our security was about to go into civil liberty. After the January update we continuously got hit with negative effects. Sometimes three different ones at the same time. It happened the first time I asked and I had no response from anyone that Frontier. Now that it is happening again and this is only march, hoping I can get a response from them that has some kind of instructions or help
Before the January update none of the new negative event states existed. (Terrorism, Infrastructure Failure, Drought, Blight [1], Natural Disaster)
Now they do, and one of the things most of new states do while active is hit your economy and security sliders hard.
So you'll get Infrastructure Failure as part of the usual run of things, and that'll push you into Bust + Civil Unrest if you don't do a lot to counter it (and without any stations, countering it is a lot of effort), as well as eroding your influence. Once it's gone, you can then start recovering those sliders (and they'll very slowly drift back towards None anyway). Higher-traffic systems (and a central system like yours will be) seem to be more prone to Infrastructure Failure on both primary and secondary factions, than to some of the other event types.
All of this appears to be entirely intentional to make the BGS more interesting and varied. (e.g. Remember all the complaints from material collectors that Famine and Civil Unrest were really hard to find? They've largely stopped now.) Of course, "interesting and varied" will mean that some factions end up on the sharp and pointy end...
