Plaster pieces don't count as shelter?

So I've just spend a reasonable amount of time setting up a habitat for my tortoises and thought to give them a roof which goes all around the fence, using the plaster pieces:

... only to find out that this doesn't count as hard shelter! Kind of unexpected, because I've made shelters from all sorts of building pieces and it always counted... Why is that, and does anybody have an idea how to fix it without doing the whole roof all over again?

Oh my, that's frustrating. I would try putting art shapes under it. For me, when I use art shapes as roofs, it counts as hard shelter.

they do count, but you have to put them higher (doesn't make sense but seems to work like this).

Ah, thanks so much! I didn't consider this being the problem, since the tortoises are so small. Had to do some minor cosmetics, but that worked!
