Like it's been said, it's up to you if you want a Cutter. What we think shouldn't play much of a role. If you think you'd like it and use it, then get it.
Personally I think a newer player would be better served by spending all that money and engineering on a fleet of smaller ships tailored to specific roles. But that's why I said our opinions shouldn't matter much. What works for me won't for the next commander and so on and so on. New players want to beeline for the end-game ships and while I get it, I think it misses a big part of what makes progression through the game compelling and rewarding.
I've played for a few years and have plenty of money, but only ten ships, two of which are Krait IIs. Again, my thing ain't your thing, but I think taking a different path could be a good thing too.
About Krait miners.... I spent last week mining. Core mining, yeah, but that's the sort of mining I like. I bought a second Krait II and configured it to be a dedicated miner. Someone asked for a build and here's what mine looks like
Twin Reverb
With current LTD pricing, this build will net around 120 million per load. Some folks like to go much bigger. Others have less patience to spend the time necessary to fill several hundred tons of cargo space. The Krait is good for those of us who are ready to turn it all in after 100 tons.
