I think I know the answer but thought I best check before travelling a long way for nothing.
I managed to get a fine a couple of nights ago and thought 'I'll sort it out at the next station'. Then forgot where the fine was incurred and was unable to pay it at the stations where I tried to do so.
Am I correct in looking on Inara for the nearest 'Interstellar-factions' station to my current position and heading there to pay it?
I'm currently out at LTT2601 and on an outward trip and so would prefer to get it right before heading backwards to the wrong place.
Also, is there a simple way to find out where the fine was incurred? I noticed the info when I swapped ships in the shipyard but never thought to make a note of the location where it happened.

You can look in your journals, or use a 3rd party tool to do that if you want an exact location. If you just want to know where a faction can be found then several 3rd party sites can tell you such as
