So, I see all this stuff on the internet about how there's different languages available for COVAS corresponding to the languages you can play the game in. However, when I go to the COVAS settings, the only one besides the English default and the paid ones is French. (Even if I set the game to something else, like Spanish). Am I missing something? Like are they only available in Beta or something? Do I have to do something special to make them available? Thanks.

That's exactly my problem, though - I do that, and the only ones available are Verity, Amelie, and all the English ones with accents available to buy. No Spanish, or Russian, or others.
Edit: I have a screenshot, but when I try to add it, its crossed off in the compose menu and never appears in the post, so I don't know what's up with that.

So you're missing Gerhard, Luciana, Maksim, and Vitória, the German, Spanish, Russian and Portugese COVAS options, respectively?
The main obvious thing I could see being an issue here is if you are in the wrong screen, and looking in the store, where it only displays the premium ones, rather than within the livery options in outfitting aboard a station where it should display all the default preinstalled ones for various languages.

Yes. I'm not fluent enough enough to play the whole game in any of those and still have fun, but I'd really like to be able to have COVAS in one so I can get some passive listening practice in while I play.
Quick question - are you on the PC version or console?
...well I may just be an idiot. Turns out I have to click on the French one to get a menu of all the others. Thanks for your help!

Not necessarily an idiot, there is some very strange groupings in the livery options.
I don't know why they changed that - possibly to increase visibility of the ones you have to pay for?
It is a bit unintuitive that the icon for a group doesn't really communicate that this is what it is.
