Since I tried to reactivate the account on request using the same credit card and email address, I'm more inclined to believe that Ci¬G are still counting cancelled or refunded user accounts as active accounts in their database. Even the email address I used to open the original account had been bannedjust out of interest, and Im fairly sure you and your mates have worked it out
As much as it pains me to say it, this might be (against all the recent evidence) a good data protection policy, in todays world theres no absolute guarantee that it is the same person trying to reactivate acct so could be ID fraud or a way in to stealing identity, so some dont allow it just in case, extreme rare scenario but better safe than sure, thats why all the checks before allowing the final deletion, to make sure you do want to do it. Just a possible defence of CIG....
