I only noticed the filter today but it got me thinking will it be possible to buy systems in the future as currently im unable to find a single system under private ownership.

That filter is for systems privately owned by the Pilot's Federation, such as Shinrata. Yes, it's a permit system and there are conditions on recieving that permit (elite rank in the Pilot's Federation), but no you can't just have exclusive access to a system.
