Yes, as the player base expands through the galaxy, the NPCs need to as well, their could be done during updates...
firstly a basic orbital starport is established, on the next update it is 'upgraded' to a larger port and then finally a planet base is built

non sentient life should be pretty common, from the story books I get the impression that humans pretty much wiped out sentient life when they found it(?), I personally would like hints to long dead alien races
I would say a couple of years after release, ED should introduce an sentient Alien race which although would not directly impact the day to day players experience it would a produce a new story content (they could be both friendly and foes, just like humans?), found in a far flung corner of the galaxy, a player could discover them and then trigger the whole story concept/content

please no Terminators, lol... As its been mention that both the Empire and Federation work together to stop AI, possibly the 'Alliance' try to use AI in a story arc down the line?

Cyborg tech is in Lore already, mainly to support disability... I would like to keep it to that rather than a 'Borg' race
As usual, not every request that was passed on to the dev team received a positive response. Whether to avoid falling into common sci-fi tropes or to keep the Elite universe consistent, there were a number of things that the dev team were not keen on:

But does your maths include the time window? ie: 2 - 3 thousand years. What is the probability of one or more sentient civilizations existing at the same time?

You could use the same logic to argue that there must be dozens of sentient species on EarthBesides, only a tiny portion of the galaxy has been explored in the game.
TBH, I have always been happy with the relatively sparsely populated galaxy of Elite. It always felt a little more eerie.
