Newcomer / Intro How an I supposed to clear a ground base?

So, I got this mission sending me to a +++ planet-side prison to scan...something. I went there in a Scarab and after a few warnings all hell broke loose. I was getting shot by a large number of turrets, all kinds of skimmers and even a ship. Managed to destroy some defenses generator, but it didn't change anything. Suffice to say I didn't make it.

Woke up back in the ship, went to a station to get a new Scarab, but on my second attempt I took the ship in. I destroyed all turrets, skimmers didn't spawn while I was in the ship, landed and...once again all hell broke loose: skimmers in every direction and all the turrets respawned. I tried to find whatever my target was and scan it fast, but my contact list was topped out with things trying to kill me. Well, they succeeded. Again. On top of all that, I was granted the benefit of learning about notoriety.

So, how exactly am I supposed to do this type of mission? Stealth doesn't work, blowing everything up doesn't work, scanning from the ship doesn't work, destroying generators doesn't do anything...so what am I missing?
 
Yeah don't use an svr. You'll just die. Need a ship with guns. I once heard tell of a Gunship with fixed beams, missiles and point defences being used, but not sure how that is against enemy ships (or if it's even any good at all honestly). Basically you need to kill everything first though, then go in and scan the thing.

I guess my post qualifies as a wall of text. TLDR: I did kill everything before landing. Turrets respawned.

The scan targets show up on my target display (left screen) at a few hundred meters further out than the (usual) base exclusion zone.
I then circle the base (in the ship) until I believe I have a sufficiently good idea about the terminal's location and my approach path, then go for it (in the ship).
Sometimes, I can do the scan and get out again before I'm hit with the trespass bounty, in other cases, I have to run while being shot at. Chaff, cold running and flying fast and low might help.

You wrote "scanning in the ship doesn't work" - why not? What did you do and what didn't work? You'll need a small ship, most medium ships can work, most large ships won't. The ship's datalink scanner needs to be deployed (that's what I usually forget) and you need to be really close (as in bumping on the terminal close) for the scanner to work.
 
As noted, you can just dive in and out.

The first thing i would say is high security is hard. Its like taking an Elite assassination mission... in a Sidewinder. If you don't have the skill or experience, you're going to have a hard time.

Second is, if you want to go in aggressive mode rather than run in and out, you have to git gud with the SRV. People don't often think about this. Just like with ships, you need practice and skill. Being able to drive in turret mode while shooting takes practice. Understanding the range of turrets, knowing to ignore the surface to air turrets, which skimmers to take out first (Goliaths!), pip management, using the terrain and buildings for cover. It all takes practice.

It is possible, but its not easy. Personally, even though I am quite practiced with the SRV, for these sorts of missions i'd still go with the run in, run out method.

Another option is to nuke it from orbit first. Fly close to activate the skimmers (4 pips to shields) boost up, then rain hell down. Dumbfire missiles are probably the best. Mines are better for splash damage but since most worlds are low-G they take forever to land and are a pain to aim. Frags can apparently work as well, but for those you're putting yourself in range of turrets.

Once the defences are down, Then land and scan in SRV or fly your ship right up to the target (literally touching, otherwise you won't be able to target) and scan. Be quick, turrets will come back online after a short while.
 
Often with those type of missions, you can get around the defences by jumping fences and climbing the sloping walls.

If you're talking about navigating the base in a "hide and seek" manner in order to cut line of fire, I'm doing that. I'm not very good at it though. The Scarab controls are...

On regular missions it works just the same for me: I see the scan targets from a decent distance - white dots on radar and they also appear in the contacts tab - select the one of interest, fly or drive straight to it, scan it, run away. This mission however is one of those Mysterious Stranger ones, but it's not the first one of this kind I tackle and up to now everything worked as with the regular missions.

When I fly around this particular base, the scanning targets simply don't show up, either on the radar or in the contacts tab. I even glued the nose of my ship to one of these data points and it didn't activate. Couldn't target it. I did have the scanner deployed and I was in a Python.

I did however manage to scan the exact same data point from the Scarab. Unfortunately it was not the one of interest and...for some reason the scan wasn't registered as an action in my history tab, even though it was completed. So maybe it's a bug.

Waste of time these missions, to be honest.

I do have some practice with the Scarab from farming alien sites, but I can't say I'm great at it.

I did destroy all the turrets with the ship. I used a shield tank with multi-cannons and it worked like a charm. However, the skimmers did not activate until I got out of the ship, no matter how low I would fly. Also, as I mentioned somewhere above, even touching a data point with the nose of my ship didn't allow me to target and scan it.

I'm honestly starting to believe that base is bugged.

Oh, probably that was a good idea to mention that in the origin that was a "Tip Off" mission.

Those missions are optional, and there is no any special high-lighting on the radar for the terminal you need to scan to accomplish the mission in their case (and mission description is not clear on this topic).

More, in case of those missions having planetary settlements as targets there are much more than one method - you can even use different "sets" of targets to achieve quite the same result - obtaining the so-called "tip off end message" and the credit voucher for the scan.

The fastest - you need to scan the "Core Data Terminal" - the one quite visible from distance by its "green light column"

And in case of highly defended settlement enclosed in the restriction zone the most simple way is to use your ship and the on-board datalink scanner. After flying into the restricted area you have 20+ seconds to finish this job before any negative consequences. Python is quite good for this.
(You can also complete the mini-game of scanning all "data point terminals" to achieve the same result - even with some bonus - but that's way harder and unnecessary)
Also, normally all Tip Off related settlements must be documented on EDDB (including maps), with the exception of some most recent additions to the catalogue.

PS - it will be a bit simpler if you share the location of the target settlement, so the discussion could be more specific.

It is the Nielsen Prison on Djabara 2d and it's exactly the one in the picture someone kindly posted above.

I leveled the base once again and got to scan a couple of more terminals until the turrets came back online and ended my endeavor. Doesn't seem like I scanned the CDT, but usually scanning any terminal gives a confirmation, which I didn't get. Now I'm notorious again.

Anyway, from the map it's not clear which is the CDT (well, not clear for me, at least). If you could point it out, I'll appreciate it and give this one more try.
