Spend $75 and see who actually transfers the goods, at that point its beyond reasonable doubt who needs a ban.
Or maybe track suspicious transfers from FCs, but theres more charity ones by far so unless you stop it all, ie no FC can sell at a loss or below in-system average...
so very little tbh with the info we / they can have available. They could approach ebay and ask for the closure of the accts at their end, no idea how that sort of request usually goes.
