You're ignoring two things:
1) The bounties you turned in go into your bank account as well so you actually earned 360m from this CG which is a lot compared to prior ones
2) never underestimate the lengths other players will go to for diminishing returns. The rewards are fixed by Frontier but nothing stops people from grinding billions to achieve those fixed rewards.
My goal was the 25% tier to get both paint jobs, I kept an eye on Inara and any credits were a mere bonus. 85m in bounties plus 84m reward is pretty good in my book (and the relative symmetry between those two values pleased me somewhat) - when I saw how the numbers to achieve top 10% grew constantly I gave up on grinding towards it - just not worth it in my book.
Very good CG though, thoroughly enjoyed it.

You think that sucks? I contributed 343M to the CG but only got credited with 240M. My fighter pilots have a room in my carrier where they have money fights though. 
Damn man and all in a Mamba? I feel truly humbled!
Although I did find my true groove on this one a bit late. Next combat CG, watch out!

Inara, of course. Why would I expect the in-game CG pane to show that!?!
If I am reading this correctly, when in pew pew some of the ships had other system bounties.
It was only the Sirius related ones that counted towards the CG Goal when handed in.

If Odyssey lives up to my expectations (based on today's video), I may break this promise once again when it releases, though I will be playing ED very differently if that's the case.
