Because you have info about "large amount of money" burnt into ToW ?
We don't even know how many persons work on it inside and outside of CIG...
I have the common sense to know that even a couple of man-years of development is not an insignificant expense. But I also know that, as a proud CIG defender, your idea of a large amount of money doesn't include anything under 9 figures.

Can't wait. This is going to be really interesting.

Of course they try to shroud it in an NDA. They don't want the unbelievers to see any jank.

By doing it though they run the risk of people only leaking the bugs, therefore providing a skewed image of the state of the game mode.

Put it on a scale. If 1% of the dev force is a small investment for a company, how much is a significant investment for CIG ?

That would actually make sense. CIG is probably more than stretched as it is, 600+ staff or not (did I read somewhere 700+?), to just cope with any PU/SQ42 roadmap they ve ever put out plus now supporting "dynamic" events, nevermind maintaining or improving 3 separate game modes on top of that. SM and AC have been long obsolete, not because CIG may have learned all it needs to learn from them as originally envisaged, doubt that has ever been of much use, but simply because they are as broken as the PU and just... well, suck.

Outsourcing it to someone else would just be the cherry on the cake to eventually free itself up from most obligations and manpower requirements, if not all, on all those game modes. Given firesprite timelines it is actually possible this may have already happened unannounced years ago.
