Seems this should be easy but...It says I need combat vouchers so I went shooting got some kills went to see our buddy Tod, but when I went to hand him the vouchers it says I dont have any??? So do I have to get the vouchers in the same system as Tod, or is this only available if these are obtained in combat zones? Or...

Any bounty vouchers should do. Not to be confused with combat bonds (which is what you get from CZs).
I'm pretty sure it works with any bounty vouchers unless it changed very recently. I recently unlocked him with my alt with some random vouchers I had left over from somewhere and Exigeous' video guide even suggests hunting in a different system.
I guess the problem is when you first go see him, the donate button does not work. When I logged back in it worked...go figure.
No. To gain access you can donate ANY bounty vouchers. However, if you then later want to cash-in vouchers (as a way of gaining rep with him) those have to be valid for that system.
Hmm... Wonder if it applies to Fdev themselves.Many things in Elite are "fixed" by relogging.
Maybe if we restarted their servers, they would start focusing on exploration?
