i mean: if have an empty plasma or cannon ammo, but still firing with only lasers, what about the power dist?

If your weapon is powered up it's powered up regardless of whether it has ammo. You could power them down I suppose if you don't have ammo for them, but they don't power down by themselves

you don´t actually shoot anything, so no for the cannon or plasma, but you still have the lasers using the energy from the distributor. Pretty easy to test....
No. IF you cannot fire that weapon, because it has no ammo, it will not drain the PD (the WEP capacitor actually)

Similarly, turrets with fire at will or fire at target will just track but not fire and draw from WEP capacitor if the target is out of range. This can help preserve ammo for corrosive etc.
Deployed weapons will maintain the normal power draw from the Power Plant (with the issuing resting heat) until switched off or hardpoints are retracted, though.
