Anyone has an idea how to solve this problem (steam client)

Usually close steam and restart it and it will notice if an update is available. Make sure you have the option to keep it up to date selected for that game but it should be by default.
 
Bypassing Steam altogether is what's working for me - go to your Steam installation directory, find its subfolder "\steamapps\common\Elite Dangerous" and run EDLauncher from there, use your Frontier account credentials to log in and it will start to update properly for you.
