Does threat level equate to recommened rank?

I apologise if this is an obvious question but is the 'Threat Level' number shown in an Odyssey on foot mission the equivalent of Horizons 'Recommended Rank'? ie a 'Threat Level 3' mission would equate to something like 'Recommended Rank : Novice'
 
I've been trying to figure this out myself. It's difficult to tell as the missions given to you in Odyssey don't match those in Horizons, with the exception of follow-up/linked or ranking missions, of which I've presently only one which in Horizons was set at Elite and in Odyssey was at a threat level of 8 - which does seem to equate in the manner you suggest. Given that, and the state Odyssey is in, I'd be weary of trusting the stated threat levels.
 
Still figuring it out as well, suspect there is randomness as well so Threat 0 only goes so far... Pilot suit is risky I assume.
 
I can't come up with any rhyme or reason to it. T1's seem to fairly often have no resistance at all. T2's vary from 3 to 11 depending on dropped in reinforcements. T3 seems to sometimes send an army. I had a base that looked like a leaf-cutter ant column on the move. So right now for me T1 is almost always completely unopposed. T2 is anything from a mild challenge to insta-death. T3 and above are all but off-limits. T4 hit-jobs are doable, as the mechanic is not to engage the whole base.
 
There's no correlation.
I think it is a subject to figure out by trying and making conclusions.
So later you will be able to say: "yeah, I did missions with the threat level and I will not take such missions any more/or it was easy-peasy".
 
Couldn't say about missions "threat level" mention, but it does look like that the threat level shown on the system map corresponds to the base combat rank of security staff in case of on-line (active) settlements.
I.e. 1=mostly harmless (low security), 2=novice, 3-competent (high security)
(for military settlements it can be by 1 "higher" - up to expert)
Note 1: the threat level on the map doesn't inform about "quantity" of defenders, only about their "quality"
Note 2: it seems that on random occasion one of the "central" guards could be replaced with the "system authority" (that have "master" combat rank)
Note 3: Civilians are always "mostly harmless"

There's always been an element of randomness and other factors, such as the player's combat rank - Elite ranked delivery missions that would play out without any NPC encounters, for example.
 
I have seen many Zero threat level restore power missions that came with 6 armed scavengers right from the start and a few that generated reinforcements. Conclusion is threat level advertised is just to make the plsyer think they have a clue.
 
The idea of the threat level is that it corresponds to mission rank, yes. In practice it's an extremely rough measure and only really comparable within the same mission type - a threat 8 combat mission might require you to kill 30 or more CZ ships, while a threat 8 trade mission might in practice only require you to dodge a single Anaconda interdiction on the way to the station, and then only if unlucky.
 
It's kinda up in the air for now, perhaps. Here is my experience:

Higher the threat level, the higher the combat rating/gear of possible resistance. Sometimes they dont show up at all. Sometimes they show up when you are cutting pannels etc.

Exception: I've never seen a single Threat Level POI on surfaces (crash site, impact etc) spawn in resistance OUTSIDE of the bubble. Done quite a number of POIs outside of the bubble without ever having a single drop of scavengers

UPDATE: completely disregard this entire response as I thought the OP was some how talking about threat levels of POIs and not the mission board lol. Wow, need a nap here lol

Thanks everyone for your responses. It appear we are all on the same page. I took a threat level 3 mission retrieval mission last night and basically worked into the base, opened a locker and left. Then I took a Threat Level 3 combat (kill the scavengers), landed inadvertently gave myself a away (my bad) and got toasted in about 45 seconds by an army of guys.
