Natural artifact. Usually happens when a planet have water in it's 3 forms. Life start to appear, and you get that kind of stuff. It's really bad, eventually they evolves and start polluting and making cities. Really ruin the natural feel of the planet.

Planets with life forms should be sterilised (especially those water giant planets).
