No, this design was totally separate and a rework from the ground up, and it made a lot of sense because its bias was attack rather than defence (as is now).1000% that what became known as CQC was this integral to this pure PvP powerplay design but someone got out some charts and said "We'd get more player participation in poweplay if we made it part of the normal client with normal pve gameplay loops that we already have implemented and we'll think of something less popular to make pvp only so that we dont end up creating a lot of expensive content for something fewer players will decide to participate in and thus experience.
the only way you can have pvp only mechanics work in the game is with a client that uses a totally different network stack than the regular game client uses... making something like cqc (though implemented totally wrong) make much more sense as being developed when and how it was.
it's too bad such things are left up to fdev to development and implement. They're stuck in an organizational feedback loop guaranteed to produce subpar results.

This was about one / two months prior to the first flash topic regards Powerplay.are you talking about something that came after powerplay was released or an idea of how it should have been before what we got was released?
I figured since cqc came much later, it's inception was way earlier and could have been the initial idea around how powerplay would have incorporated into the game ... only to be shelved (though a lot of work had already begun) early on in powerplay development .... and once powerplay was released, revived with a much limited focus on some generic pvp arena gameplay ...minus all of the lore and bgs tie in that powerplay would have utilized.
i mean, otherwise we have to consider that fdev created cqc on purpose to be what it was from the start ....and that would just be silly...they wouldn't do something like that ...
