It's a pity you don't like Elite. You'd fit in like a glove with your definition of "emergent gameplay".
I wait for the console release to try EDO, I'm sure I will have more pleasure to play it with the FPS part. You don't need to convince me that ED has a lot of emergent gameplay, I know it's a good and complex game.

But why? I am expecting severe performance issues, unless you have current gen hardware.

A bit of advice, don't take them all on, get to high ground they can't get to, pick them off one by one and be aware of grenades, this is how EDO is a bit crude, they spam grenades at you.

Some times these settlement missions are impossible, there is no player balancing, its completely random, last one i did i was up against about 15 Elite NPC's, i kid you not i was on a roof and hunting for ammo for about an hour and a half, when it takes a mag and a half just to bring down one of their shields it makes it extremely difficult, and the grenades, they never seem to run out of them, it's constant grenade spam.

After an hour and a half i got 9 of them and was killed, at that point i had enough, its just pure time attrition.

The NPC FPS is good but if i had a criticism its that, the game has no concept of rational balancing, sometimes its very easy other times it seems deliberately impossible unless you have 3 hours and 10,000 rounds of ammo to grind them.

Probably they decided for FPS "that players say in ED ship combat that NPC:s are too easy, well for FPS they certainly are not so..."

If they mob you absurdly like that, the SRV is your friend. You can kite them to the settlement edges and your weapon fire range well exceeds theirs. (Very cheesy, but definitely evens the odds ;))

If you want a fairer fight, and you’re not getting trespass fines, you can take them on in the streets. Plasma/energy weapons and grenades can do for the SRV’s shields in no time though, so be wary.

Or just nuke em from orbit with dumbfires ;). (SRVs and dumbfires are kinda a must for a settlement raiding ship build ;))

(If you’re on a legit reboot-the-settlement style mission you can also just open a door via charge, not overcharge, and then only you can enter, as you’ve got clearance. [Likewise if you’ve cloned clearance from a dead body on an illicit mission]. Just do your business then make a break for your ship ;))

TLDR: (And to stay on topic) - Doors working as intended ;)
 
Dont want to remove it completely. Will depend on the security level of the system. Some place it should be easier. Some places it should be next to impossible.

It is another thing I think elite sorta does well. In terms of even if you are wanted, you have to be scanned before the station shoots at you. And if the station does start shooting, you better leave fast or you are dead.
Leaving aside the “lore” issues, since no everybody cares about that… I would guess that pad ramming/missile camping would be and issue even for those that are criminals or like to live at places where the police don’t dare to enter.

Allowing pad ramming will turn hangars into a choke point that campers will exploit… same for ez-hab doors, just bring a rocket launcher to the hallway an play “whack-a-citizen”

And before everybody start to say “consequences” I think we all know what campers think about those consequences… but hey, “have friends” or “have alts” or whatever they say 🤣
