Go to an anarchy station/outpost and sell them there. Make sure the owner of the station is an anarchy faction.

I see LHS 1541 has no Wars and no Elections in the system at the moment - so much for those 'theories' (again).
Pretty sure at this point loot tables are individual per base.
Edit I got my opinion polls yesterday from Bianchi in Fullerene, did runs at several other tourist resorts with the same layout there, no chance.
yeah, that's my belief. I found them in other Anarchy systems, but nowhere near the level of Chon (even in the other bases in the same system). It does seem Smears have an additional 'only in Anarchies' requirement that I haven't noticed for anything else.
I was thinking of doing more research on Govt -> Drop mappings, but all my Odyssey accounts are currently looking at if offline bases ever change state while broken (at the moment it seems maybe not).
Mine has Audio Masking + Scope. The other two slots are blank because ... it's already perfect
Planning on faster handling for the third and maybe scope or mag size. Still not sure.
Noise suppression is a bit of an oddity, generally with how strong the Tormentor is, I could use Exec outside and Tormentor inside,
but I have a feeling it's a bit buggy atm and on atmo planets the Noise Supp works outside too. So I could do both on both guns.
I'm a bit miffed I concentrated on Aphelion/P-15 in the beginning, and added an Intimidator level and mod or two.
That was a bit wasted.

I have to redo my Tormentor like this, plus stowed reloading and extended range
Stowed reloading is nice enough - kill someone, swap for scanner and scan him, swap back the weapon - and it's fully loaded.

i found extended magazine working nicely on Exec. For the 4th mod i went for Stowed reloading, for the same reason as above.
Now i will have to find another G3 L6 to make it the matching pair for my G3 L6, as in Audio masking, stowed reloading, extended magazine and faster handling.
And use them both on a Dominator for pure Kaboom fun.
Well as of the date of this reply, I have found 1 (ONE- annoyed voice intended). I have come to the conclusion Frontier is doing this intentionally. Ive heard many an 'explanation/excuse/justification' or whatever else you want to call it from other players, and NO EXPLANATION from Frontier. This certainly isnt a new issue so what gives? I've been to a hundred or more settlements of every type and every system condition (anarchy, war, civil war, boom, etc) and I have found ONE (annoyed voice again). And the CM's reply "we're looking into it" is rubbish. That was nine weeks ago.
A companion for rainy and sunny days, I see.
Now it only needs a beverage holder, and then it's perfect!

I currently do not play anymore, but I unlocked Yarden Bond on the day they were put into the game (1st of July), as you can see on my INARA profile.
