Some notes:

1. the arabian oryx should be moved to Asia
2. Africa should get the Scimitar Oryx.
3. the leopard seal is not a captivity animal
4. I'd add the Platypus, Echidna and Kiwi to Oceania
5. The abyssinian wolf is strictly african (Ethiopian) and is not a zoo animal

Nowhere. But let's use a Time Machine to go back into the Past and you'll notice some really Penguin like looking Birds😃
The Great Auk was a Bird that looked and lived similar to how Penguins live. The Word Penguin even has its Origin in the Genus Name of the Great Auk. The Genus is named Pinguinus. They were hunted to Extinction because of their Meat and their Feathers. Even their Bones were used to make Fire.
I wish they would still be around. They were awesome
 
Question - why don't Europe and North America count though? Is it because they don't have dedicated packs yet? not being snippy, just generally curious.

Of the remaining areas, honestly even though it has the most animals in game, I'd still say that Africa is the continent missing the most unique animals is Africa. I could put together an animal pack's worth of animals I'd be interested in for Oceania, Asia, South America and the Arctic, and while there's about that much I'd really want from Africa, I could easily do two or three of African animals I'd be interested in having in the game.

Noting Bighorn Sheep is not in Africa. At least not in the wild. it's a North American animal. Also count me in for a Morse :p
 
Kinda strange rules as obviously European and North American content currently lacks the most. Australia and South America aren’t very far behind in reality. With Australia I feel like you could get by with a Tasmanian devil, emu, and maybe a wombat to pretty much complete it. Sure more animals are options as well but I feel those 3 would be enough to satisfy most players. South America on the other hand could go a little deeper in depth. Howler/ Spider monkey, capybara, maned wolf, Andean bear, Brazilian tapir, sloth, ocelot, and many more could fill some spots yet. Asia obviously is still missing quite a few popular animals: leopard, markhor, and many more plus Indian animals also. The popular wild horse heavily requested I don’t want to butcher spelling the name lol. And let’s face it you could complete the rest of the game with African animals missing. The diversity in Africa and how popular the continent is represented in zoos is untouchable.

Fair enough answer. We can say what's missing currently, but there's got to be DLC at some point on the horizon soon (likely at least one this year and another next year or maybe even both this year). At that point we get a better judge of what's "still" missing.

To/For me, my answers for that question since the latest pack (North America) are these:
Africa pack: African leopard, any baboon species and dromedary camel
Southeast Asia pack: any gibbon species
