I would say that the CG itself had no story, because there was no indication of how the result of the CG would affect the story. Obviously, based on the subsequent Galnet article, the result of the CG did have consequences, but you can see how people would look at it and think "why bother"?
Personally, I have almost no interest in CZ-based CGs that have no significant reward (like the last two), because killing bullet sponges is tedious and I can make far more money bounty hunting. I have even less interest when the tiers are set so ridiculously high, and I'd guess from the number of participants that there are many other players who feel the same way.
