Odyssey Engineer unlocks and the BGS

Since we found out last month that Smear Campaign Plans are only available in Anarchy systems I wondered if there were other relations between drop rates and the BGS - so I've been collecting them. Here are some initial findings targeted at the Engineer Unlock data, as that seems to cause the most pain:

Explanations:

  • White - not a great location : we don't have enough data and the data we do have is not in the top third
  • Purple - probably bad : never found the data here at all, but we don't have 20 visits yet
  • The <n>/<m> is <number of data found>/<number of visits to bases> - also given as a percentage
  • The number after the Government type is how many visits I have made to that Government

Some learnings:
  • For the Media (Cat/Clasic/Multimedia) Corporates seem to have been chosen to give the best drop rates
  • Financial Projections are best found in EXT and IND ports (kinda logical)
  • Genetic Research / Employee Genetic Data don't show any strong bias between Government types - I expect this was only applied to a few of the data drops
  • Manufacturing Instructions are listed as an example of non-unlock data. Again there is no Government bias, though it does show the way it prefers some types of data port over others.
  • Opinion Polls from Feudal and Cooperative governments 🤔

Some caveats:
  • This is a work-in-progress - several categories are quite unbalanced internally (e.g. I have far more Extraction bases in the sample for Democracy). I'm trying to add more balance, but there are a lot of axes :)
  • I have looked at some of the other system / base parameters but haven't spotted any strong signals
  • I don't really believe the Settlement Defence Plans - they have a very low drop rate and there was a time I got three(!) from one site and that is enough (I think) to skew things.
  • The percentage drops hides a multitude of sins. For example a Tourist site might have 7 HAB ports, so if the drop chance per port is 2% the chance from 7 ports might be 14%. OTOH the drops/visit is what you need if you want the material (it does mean though that if you find a location with single HAB points you will have a very different experience to one with 7)

Very cool. What does “checks” mean everywhere?
Visits to a base in the category (i.e. checking the data drops). If I go to the same one twice it will count as 2 visits. Mostly I try not to re-visit the same sites too often as there are some (like the Chon one in LHS 1541) which seem to have unusual drop rates and it would be easy to skew the data.

Amazing job!

Just a tip: Fullerene C60 was in civil unrest. I found 12 Opinion Polls simply looting Tourism Settlements (apparently ALL tourist places became "ghost towns" there. No power. Sometimes they have smugglers, so be carefull).
 
Updated the OP with new data (filling in parts of the table that were sparse). Also changed colours slightly - Green / Orange / Red for Good / Indifferent / Bad places, Yellow where it looks promising but need more data.

As a bonus here is the spread of ports by base-type I have found (only found my first double-MED and double-POW bases recently I think). Note that most ports can be completely missing.

Could you please include some kind of warning/plea that mindlessly grinding that stuff in anarchy systems keeps destroying them. Since the launch of Odyssey about half of the anarchy systems in the bubble have already gone the way of the dodo and if this keeps up there won't be any left after the console version hits.

Should a monarch wield supreme executive power just because some watery tart threw a sword at him? (Y/N)
yeah, that one makes little sense ... some of the others are quite fun - everyone in Corporates watching their cat media at their desks and the dictatorships gathering settlement defence plans ready to attack :)
 
I think the only somewhat concrete hint FDev has given about drop rates when fixing smear campaigns is that settlement security/difficulty should affect it. Are you controlling for that too?

My unconfirmed theory is that High Security settlements skew the loot tables so that "better" stuff drops instead of the "common" stuff (like opinion polls/cat media) that is required for engineer unlocks.

Another theory I would like to see confirmed or debunked is that positive states like boom affect the amount of items that can spawn per data port.

My PMF is Feudal and thank god most of our settlements in our home system are Military and our NPCs will murder you on sight. Also our citizens are always Elated so they don't have need for opinions.

So were they bugged before? With people farming anarchies all the time, I'd've thought they definitely would've been found before now.
🤷‍♀️ who knows? As ever fdev haven't said how they expected it to work, so we'll never know. As you say, it wouldn't have been anything as simple as "anarchy" because they would have been spotted.

And you know they are Elated because you asked their Opinion? I mean the question could have been phrased "We are here to put anyone to the death that is not Elated. How do you feel about that?" but it's still an Opinion, no matter how long it lasted for, or rather didn't.

I sort of doubt it. I like to do my farming by searching for factions with negative states like Inf Failure and taking reactivation missions. Makes the faction happy, and nobody around to ask questions as I take everything not nailed down. But to your question, I seem to get data points with a full five slots about as often at those as anywhere else.

Last night was Anarchy/Civil unrest and I saw a full range of data volumes (empty to full) in the datapoints. Although no one was around to object when I cleaned out too. At least they weren't still around... (they shot first, honest guv)
 
Couple more BGS-related effects that might exist - "when are there Fires at bases and when are there dead bodies lying around to scan":

Not sure how much I trust this, I was expecting something more complex. It seems to be that mostly you only get Bodies + Fires or No Bodies and No Fires, and I thought I'd seen other combinations, but I only started recording the states recently so don't have that much data. From previous tests I am pretty sure that the fires and bodies remain the same while a settlement is offline.

Also - the state reported for settlements in the journals is ... misleading - the state priorities are such that a Boom or Election will be reported ahead of some of the negative states (hence why you see Expansion / Election / Boom / None in these charts - which are not negative states so the bases should be online without fires or bodies). I might try filtering those out. This might also be the basis of some of the states that seem to record both Fires and No Fires. Or else there is a small chance of getting the negative state. But most likely I just didn't spot a body 🤷‍♀️

Anyway - really only useful if you like scanning the bodies for access, or I guess if you want to avoid the fires when mission running :) Pretty easy to prove wrong as well :D

Scavengers? Well, they are not BGS related. Apart from the obvious mission-related scavengers it looks like around a 1:4 chance you will get scavengers when you visit an offline base, and that seems independent of BGS state. I would include a chart, but Google Sheets has decided it wants to use a different format, and I can't be bothered right now fighting it :)

I had 3 ships full of them descend on me yesterday, after I had taken out the bunch that was in the offline base when I arrived. I've never had more than one ship full show up before, so I was a bit surprised :)
 
I find multiple ships after you power down a base (going to an offline base, powering up to take data and powering off to get my power regulator back) quite common. Normally I can leave before they get to me, if I don't stop to watch them land :)

This is expected as I haven't been looking for them - but I went to a Drought system (Kojinbaia has the owner only in a Drought) and all the bases seem online (well, I checked 4-5). Maybe not all negative states take bases offline ...
