Yep, can switch regional shards (e.g. from EU to USA). Doesn't answer whether can switch between same-region shards (e.g. from EU1 to EU2).

He does say in the next tweet that you can join on friends to switch shards. So you will never be locked out of playing with someone.

It's funny because WoW essentially does this and has been doing this for quite some time.

Kinda like instance limits in ED. You arent really gonna get an instance with more than 16 people in it (at least when I was playing),

count 23 ships in the best shot i could find for counting. 24 with camera ship.

That is a i want to see a stream to see there was no shenanigans getting people in instance.

But if you can get that many in easily now, that is great.
