Just an fyi there seems to be a planned blockade in the Alcor system to prevent new players from being able to access the discounts for the outfitting of the carriers.

They can't blockade, that's why we have solo mode.
I am sure OP talks about the FC.
A great way to introduce new players to group and Solo modes.
By blockade I presume carrier commanders will jump into the system and not leave thus eventually blocking other carriers from jumping in to take advantage of the discount?

But seriously yea and as a result, they'll need to spend the day putting out fires they themselves created.
I jump into systems full of fleet carriers and I manage to play ok and dock perfectly fine, so I don't see how lots of fleet carriers is a "blockade"
And before you talk about low spec PC's, take a look at my specs in my sig, I have a 7-y-o potato of a PC.
Imagine a situation where a player wants to purchase cheap modules so he tries to jump to Alcor. He can't and why? Because it's blockaded by other fleet carriers that are refusing to move.

Well, if you don't have enough work already, you create some.
Or whoever was responsible in the offshore outsourcing centre they seem to have moved these sort of decisions onto.
