Settlement raid missions are bugged to this day

I just took a settlement raid mission, my objective was to kill 16 targets at a specific settlement.
I managed to kill 15 as the last NPC was nowhere to be found (or maybe stuck underground, who knows?).

I only managed to find this issue https://issues.frontierstore.net/issue-detail/43999 so I added to it.

I really REALLY hope Update 8 will solve this (along with billion other issues and problems that plague this game) because the list of "working" missions in Odyssey is getting shorter with each and every one that I try. It's been over 5 months and we still can't have basic things to work.
 
With that staff list, exit back one level, go in again and the NPC will show. (Bugged). The empty orange square is actually the final staff member.

The other day I finished a CZ with one NPC left. His marker showed on the radar, right where I was standing, but he was invisible. I ended up spraying shots all around me until I saw blood, then kept firing at that spot. Meanwhile he's running around (unable to speak or use a weapon.)

Quite the chase but I got him in the end, and the CZ came to a close.
 
They are sometimes lingering around the edge of the map.. The AI walked off....
If you have a srv you can use the radar to find them. From the panel it looks like the npc is 'out of range'

Certain settlements are always missing a scav on first arrival for me. I learn which they are, land exit, check the number of scavs. If one is missing, a relog usually fixes it.
 
Every cloud like this does have a silver lining.

Grab the loot if desired, and definitely the power regulator. Then if you just want to complete the mission, log out and back in, and the NPCs will all spawn again and this time the hidden/invisible* one will be revealed. If you want to loot again, take off, supercruise and return.

You can even leave one alive, leave and return if you have the mind to.

* Occasionally one of the occupants will go walkabout, move away from the settlement and cannot be found without the SRV scanner, if at all. Often the missing one will not show up on the terminal, but the SRV scanner will show where he/she is in the settlement.

It's no fun having to relog (and loose loot) or go back to SC and back again... especially 5 months after release :(

Or, look at it from the last NPCs point of view. A murdering psycho has been rampaging through the settlement. Hiding is the best action to survive!

I really have to admire their digging skills then.
And if this is the case then I would like to ask FDev to add a space shovel that we can also engineer (maybe add a scope?)... so we can dig out these NPCs and we actually get to finish a mission.

The biggest problem is the inconsistency of all the bugs between the players. I've done these missions off and on since release and I've only found a scavenger missing twice (the second one was yesterday, coincidentally).

Yep, I had a couple a few updates ago where the final scav was underneath the floor in the PWR building, beneath the raised section at the back. Worse, they could still shoot me through the floor, but I couldn't hit them - rockets, grenades, anything. I even took off in my ship and beam lasered the building and the spot where the ground met the wall.

I think it's tied to the combination of the planet's surface and the settlement layouts. In my neck of the woods of the bubble, settlements are usually pretty straightforward and have no "elevation" issues, e.g. scenery and assets either floating in the air or sunken into the ground. I've been venturing out a bit more to help anarchies though and in that particular area there are a lot more of these issues. The other day I ran into a settlement where the sandy surface was so high as opposed to the assets, that all in the indoor areas had a sand floor.

Yes, that is true. If the problem was with every single mission then it would be easier for them to isolate it (in theory).
Although the fact that the rewards for larceny missions are still not fixed till this day speaks volumes. And those are bugged almost every time.

I know, I know FDev have more than enough on their plates right now but it's not like it's the players fault :( So here's to hoping for Update 8.

I once saw an episode of UFO from the late 60's early 70's, when Cmdr Ed Straker did just that!!!
 
Last couple of times this has happened I’ve switched off the power supply leaving the regulator in place. Sit tight and the last npc has come to investigate. Take him out, grab the regulator and fly away.
