I would presume so, you could in the first Jurassic World Evolution and I don't see any reason why Frontier wouldn't do the same here. If you wanted the pre-order bonus, that is another story, we never did see Frontier bring those back if you never pre-ordered the original game.

I would just preorder the deluxe edition and get it that way.

If you already bought the standard edition you can probably buy a deluxe edition upgrade on November 9th.

Yes you can! The Deluxe Edition content can be bought separately after launch

You can, though getting them separately would be more expensive overall (by how much won't be clear until release, but looking at JWE1 it's about double the difference between deluxe and standard, which would make it about double the price of the Deluxe Dinosaur pack for JWE1, or about the same as Return to Jurassic Park).
