How to pin personal equipment blueprints in Odyssey?

I'm at Jude Navarro, but can't see the option anywhere. It was meant to be added in Update 8.

I was near there earlier but forgot to check. Piggybacking on this, do pin only show up at the bartender, or do they also show up when looking at settlement loot? I'm guessing there is no remote crafting either.

At Domino now, can't see a pin option either. Interface doesn't look different, so Is this missing ?
Is this Colonia Odyssey Engineers only ?
