It literally says (and you quoted it even) that a game update IS required for client side fixes.

Naw it's instances of Commanders being attacked for being in a Restricted Areas, but the area was not restricted.

I was seeing the alerts for being in restricted areas and leaving them while walking along the tops of buildings, so not even inside - is this related?
