Ships Guardian Tech brokers don't have Guardian FSD booster on offer

I'm looking for my second FSD booster - a size 4 this time. I have all materials and parts plus a size 4 slot empty and waiting in the DBX I'm flying, but I'm calling in at my 5th Guardian tech broker to try and find one listed. Not here.
What am I missing?
It's not red indicating lack of materials, it's just not in the list.

You can simply buy them, they are unlocks, not bought.

Yeah, once you've unlocked them once you can just buy them for credits. They're not like the special one-time modules you have to spend materials for each time.
