Any idea which tech broker? And which station?
For the life of me I can't find anything on when or where the new FSDs are or if they are available

All human tech brokers.. months from now.
There has been no mention yet of putting them on tech brokers. However, it's a good bet that they will be there eventually. Probably after a CG that mentions it as a reward.

Didn't the 5A get lobbed on the Tech broker at the same time the reward was given out a while back?

It got added to the tech broker at the same time as people were given one for completing the CG that made them available at the tech brokers, but the whole reason that CG existed is that it wasn't the first time they were given out.
They were originally given out as a CG reward only, some months before. Then the forum was filled with the entirely predictable cries from people who weren't able to get one from that CG and FDev eventually gave us the second CG which resulted in them being added to the tech brokers, as well as giving people who partcipated one of the drives as a reward.
I'd love to know whether they always intended to make them a tech broker unlock at some point, or whether it was the torrent of forum grief that swayed their hand. Either way, it served as a useful reminder that this community just can't deal with gameplay situations in which everybody does not get a prize.

Righto gotcha.
Just my opinion but i think everything should go onto tech brokers otherwise it would discourage adventure and exploration with folks fearful of missing out.
The CG rewarding freebies and then others being able to purchase when they are back in the bubble seems a much fairer system.

At this point I'm not going to argue for or against it to be honest. It's nice that everybody gets a chance to buy them, it was also nice when they were a CG exclusive (and I'm saying that as someone who didn't get one in the original CG because * drumroll * I was out exploring and opted not to come back for it. I missed out on all kinds of stuff from CGs during exploration trips - at least one paintjob and some decals for a start; that's exploring for you. If you're there, you can't also be here.)
In the interests of fairness can I get the opportunity to purchase all the decals and paint jobs that have been given out over the years as part of community events

As with every other CG where modules have been awarded, these will be placed into storage at the relevant CG stations on the Friday immediately following the scheduled end. Usually this is stated in the CG text but seems to have been overlooked this time with all the other details included. So, both CGs ended early but participants will probably still have to wait until Friday to receive the FSD rewards. Please be patient - you will get them 'soon' (TM).
