You'd think, they would realize that "pre-engineered mass produced modules" are not "engineered" modules. They shouldn't be labelled as such. They are module variants at that point. They should be their own independent modules.
Module variants could have been given entirely new id's and so automatically excluded from engineering with no additional changes to the game.
Engineered modules are modules an engineer changes, and they only do such things in onesies twosies for people that pay them. They dont take mass orders and supply CG's.
