And there is the Codex. Look it up, right panel > Codex > knowledge base > Empire, Alliance, Federation, Individuals
Basically the entire section of knowledge base makes up for a good reading. Sure, only if one wants to educate themselves

All the lore set up since the original game was released in 1984, that's the lore of Elite. If you don't like, and I don't normally suggest this but it seems fitting here, go and play another game. Everything you are complaining about is what Elite is and always has been, this information was available before you purchased the game so you could have read up on it, you don't get to come here and demand FDEV change 50+ years of backstory just to suit you!
I mean this is like buying a game in the Battlefield series and then complaining because you don't want to be a member of the military!

The solution has been given several times now.

The permit lock only prevents a PILOT from jumping in, not a passenger (though I've noticed that you can't book an Apex shuttle if you lack the permit). So you need to scrounge a lift from a player with the permit.
Presumably Odyssey "physical multicrew" would let you disembark in the locked system?

I get the feeling they're not a new player but a returnee... and they are starting to remember why they left in the first place
The permit lock system has to work as it does, because being able to sneak into systems such as Polaris and the Col-70 systems which we assume are blocked off for future story reasons would just reveal empty systems when these should be full of Thargoids (or whatever else).

@veronica has never played the original Elite, as there is LITERALLY zero lore. 100% none. 100% game. ZERO lore or plot or anything else. It literally wouldn't fit in RAM.
ANY lore we now have is 100% made up since the inception and launch of ED.
