I would like to have option of placement of bounty for griefer.

For the prevention, it is possible to add equally to bounty money confiscation from amount of griefer.

Then you dont need to set a bounty manually.
They could simply alter the C&P so the murderer has to pay the rebuy costs plus whatever other valuables the victim was carrying at the moment

This is not unheard in RL in our times - the victim is covered by the Insurance Company while the one that caused the accident is sued by the said Insurance Company so they can recover their loss.
 
I think FDev understood that this idea of "private bounty" would create an easy exploit to transfer CR between CMDR without even using a FC.

We (Squadron) often use mercenaries for various tasks, not only assassination orders, but also hired guard duty and escort. We pay normally via Cargo exchange, for example delivery of LTD, Platinum, VO etc. We just drop the goods and the reciever can pick them up with limpets. It's a little bit laborious but doable. Plus the wing-trade bonus...

I was just messing around, the truth is that I do enjoy the violence of combat ;)

With a carrier you put for sale for minimum possible price a high valued commodity (meta alloys for example). The one that you want to get the cash buys those meta alloys, then the carrier owner sets a buy order for the same meta alloys for the maximum possible price.

Hmm...that could work, as good enough punishment:
1. You can issue bounty on player at rebuy-screen only when:
- that player started fight (so if you hit him by ship - that doesn't count)
  • that player had no reasons to start fight (like it was not PP fight and you was clean for him)
  • you didn't respond

2. If bounty fulfilled that leads to "perma death":
  • wanted loses all credits
  • loses all reputations with all factions
  • loses engineers access
  • loses carrier if any

Basically that should be heavy consequences like account wipe, but a bit less, like he still keep all current ships.

Wanted should have button/option there "propose the deal", he may try to send some credits, if another player (issuer) accepts it bounty removed.

Of course we don't exchange cargo nearby a station. It's lot of fun, especially for new players in the squadron, to sneak into an agreed uninhabited system nearby, meet up with some real human player mercenary who is role-playing a little bit grumpy, and do the transaction. I always* give this squadron internal tasks to the relativly noob players... And they are always excited afterwards.

*sadly this type of in-game activity is relativ seldom. And there are only very few players or player-groups that fit for this playstyle

Fined for Dumping?
I do believe it is still implemented that if you dump cargo within like 4k of a station you get a fine for trash dumping or something like that. Your right thought it's been quite some time since I've heard of people doing that.
Sadly, since Carriers have been introduced, I have never come across one that does anything least of all let you dock unless it's yours then that would work out pretty well I suppose.
That's why they are now called space trash....lol
