Don't worry, the difference in skill level is barely noticeable and for the time being they steal 1% less of your hard earned credits.

My NPC made it to Elite before i did!
Oh yeah, they progress much faster. I was stuck in Deadly rank near 40% with very slow progress toward Elite but suddenly playing EDO on-foot got a message that I'm Elite in combat now. Looks like on-foot fights increase combat rank as well and much faster.
Hah, yeah, i finally hit elite thanks to ground CZs.
IIRC there was a post on Reddit the other day with someone saying their crew had reached Elite.
Ground combat not only increases combat rank. But outside of CZ it increases the combat rank faster than merc rank.
It also has no connection to your rank and the rank of the enemy. So in ships of you were a master and killed a harmless npc you got no xp. If you're on foot and kill a defenseless npc you not only get xp but it doesn't even seem reduced.
CZ npcs seem to be working better, giving little to no xp for low level ones and an okay amount for high level ones. You will see your merc rank rise faster in high CZ but see your combat rank improve faster outside.
In fact despite my combat rank being higher I ranked up 2.5 times grinding mats before my merc rank went up once.
if you still have the issue, check if in horizons the rank is still going up. In my case in horizons is going up. So, in odyssey we may have simply an display issue (like with "days active").
Now, after the galaxy split into the live and legacy, how can one check the current NPC crew member progress?
My Norman Campbell got stuck at Deadly, last time I checked in Horizons he was at 90% of Deadly. Two months has passed since then and he was not promoted to Elite even though he killed hundreds of pirates since then. I wish I could check if he has progressed an inch or if some newly introduced bug is blocking him from reaching the glorious elite rank.
