I surveyed 1000 L-class brown dwarf systems as part of my ED7K project a couple of years ago. In those 1000 star systems, I found a grand total of 13 water worlds, two of which were terraformable.
So while they are certainly uncommon (with just 1.3% of brown dwarf systems containing a water world), they are by no means "rare". They're just not seen very often because folks don't visit brown dwarf systems very often, as they're non-scoopable and usually have just a boring string of iceballs.
I'd also note that the OP's planet isn't strictly a "brown dwarf system" - those brown dwarfs are not the primary star in the system; there's another star (class M red dwarf) off-screen above it in the system map screenshot. Though at 1280 Ls away, that red dwarf isn't going to be adding much heat to that planet.
