The rescue missions were in December but we have had various stations burning on and off, contrary to the usual pattern, so Onoros could have started burning again at any time during the Incursion state. I'm aware. The likely answer to your question about what is happening now is player action, not direct but supporting the NPC factions in Onoros. By rights they should be at war tomorrow. The Alliance Expeditionary Pact can become controlling faction but it cannot eject any of the 3 Empire factions there as they are native to Onoros.Onoros along with the other stations stopped burning the Thursday Salvation's superweapons went off.

If Alliance supporters are being lax right now, which they do seem to be, and that gives others a chance to redress the balance of powers down there, what you have observed may indeed be a concerted effort to do that. There have been brief waves of pushback before that haven't changed the overall situation much so I guess we'll see if this one lasts beyond a war or two.
