Are Fleet Carrier Interiors just for Odyssey are are they also implemented in Fleet Carriers for commanders that only play Horizons and have not purchased Odyssey, I don't want to buy an FC if it hasn't got interiors.

They're accessible in Odyssey only, but all FCs have an interior regardless of whether the owner plays Horizons or Odyssey.

Technically, all carriers have interiors, but to use fleet carrier interiors you need to be able to disembark, which implies you need Odyssey
So without Odyssey you cannot disembark at your own carrier.
You also cannot install Odyssey services to your carrier (i have not tested that yet, but iirc it was mentioned by the CM team)


However, i just had my Steam Alt account (PC) disembark at my XB carrier.
As a visitor i can access the on-foot shipyard section (which is enabled by default) and the Bow section - so technically i could watch my XB carrier hyperspace jump while my XB account would be stuck in the ship

Yeah, Horizons probably won't change much from here on out, because they've stopped development for consoles, which can only play Horizons.

Yes, full name for Update 11 is actually Odyssey Update 11

Horizons got several minor fixes... and some major bugs (large gimbaled Frags not deploying and random hardpoints not firing)

Fleet Carrier tariffs (as described in the Odyssey Fleet Carrier section) were made backwards compatible.
Some stability fixes were added.
An incorrect string when selecting the Multi-Limpet Controller in Outfitting was fixed.
Hairstyles displaying incorrectly in Holo-Me were fixed.
Crew voices changing upon re-launch of the game or switching modes was fixed.
Fleet Carrier nameplates and decals appearing off-centre was fixed.
A lack of notifications for Fleet Carrier jumps until 10 seconds beforehand was fixed.
