Not if you go by the DDA. I don't think that all of it will be coming on release. I do believe/hope that the most important stuff is going to be there on the 16th of December.
95%? I disagree with that. I feel more like 75%. There needs to be way more content. Also more variation of docking stations. I think in the entire galaxy there are only 4 different ones that I have seen at least. We need more interactive missions. Not just trade and bounties. Some kind of global chat would be nice. The game needs in depth tutorials and manuals badly. Having a place to write notes on the ship would be cool.
Ive seen some very strange custom stations based on the Coriolis series including one next to a huge gas giant with massive pillar arms stretching out for 4 times the width of the station on either side which was pretty mind blowing when seen on oculus dk2 with the planet so close to the orbit! Also a few Orbis stations which just look insane with huge amounts of solar panels near massive stars! The further out i explore the more intriguing and insanely satisfying Elite D gets
I suspect there will be a ton of stuff released on the 22nd otherwise the critic headlines will be along the lines of
"Elite: Dangerous - has the scope of a mindbogglingly infinite ocean, but sadly the depth of a sidewalk puddle"

I am not being negative, emotions are at times difficult to express through the written word. That being said, honestly, why are some expecting massive in roads to be made in such short time?
I understand hope. I functionally understand what a Beta entails, and realize Frontier is actually running a Beta process and not a glorified demo. I know what the newsletters and DDA state, and have witnessed with each iteration, more has been released. But what can be done in a month and a half's time? People keep talking about how were only seeing a vertical slice, where has this officially been stated? And if so why have they really held so much back? Why not let us test it?
Please enlighten me, there is most likely a disconnect somewhere that I am not getting.
p.s. I enjoy what ED is currently, obviously it can always become better. And I want the game to succeed, and I try to keep up to date, but there are only so many hours in a day. Thank you.

It would be UNWISE to add new features that require testing and balancing this late in development and release it without any testing.. So, no.. I don't expect any major new features, mostly polish and tweaks of what's already in there (might be some minor new stuff in gamma). For sure, I expect the remaining placeholders to be replaced with something amazing and continuous graphical improvements. ;-)
As I play solo, I wont see a a lot of the network related issues but I sure hope the cheesy Hyperjump sequence and the immersion breaking supercruise exit will be fixed with something seriously cool.

I think we need better comms, more stable multi-player and more types of missions as a minimum
They do have testers at FD though: it's not like the backers are the only ones doing the testing!
I'd like to hope that this is the case - that we've mainly been testing the networking side of things, and hopefully more content will come on release (I have no evidence to back this up at all).
