Hey, I'm asking if the stacking of pirate massacre missions, flying to a low rez site, and just letting your turrets and npc pilot kill pirates while you do other stuff is illegal. Mods on the Elite Dangerous FB group seem to have the opinion that its against the code of conduct. Just trying to get some clarity from Fdev themselves.

Wrong place to ask really - try dangerous discussions instead of newbie paradise. 
I couldn’t honestly tell you if it’s against the EULA or not. It does seem to be contrary to the point of playing a game though.
I‘d suggest a forum search, I’m sure it’s been discussed before. Or asking the same question in the Dangerous Discussion forum where I imagine you’ll get more responses.

Stacking missions and AFK builds are most definitely not against the rules.
But like Rock Hunter said, it's kind of "against the fun". But that's up to you, I guess. If that's how you want to grind, you're very much allowed to do so, just be aware that these types of players very often end up burned out before they even started playing. The "once I have X amount of money / once I have a ship XY, then I'll start having fun" approach rarely works.
But hey. Don't be discouraged by anything in any ED swamp of a community you encounter. (including this one - with the exception of this very subforum. People here are great.) Play however you like.
